EVEN the Psalmist once wondered and was disturbed by this ironical phenomenon whereby the innocent suffer while the unjust enjoy.

For I was envious at the foolish, when I saw the prosperity of the wicked.
For there are no bands in their death: but their strength is firm.
They are not in trouble as other men; neither are they plagued like other men
Therefore pride compasseth them about as a chain; violence covereth them as a garment.
Their eyes stand out with fatness: they have more than heart could wish.
They are corrupt, and speak wickedly concerning oppression: they speak loftily.

Jesus too was not unaware of the problem. He heard and knew of instances where people suffered mysteriously and not because of their sins per se.

There were present at that season some that told him of the Galilaeans, whose blood Pilate had mingled with their sacrifices.
And Jesus answering said unto them, Suppose ye that these Galilaeans were sinners above all the Galilaeans, because they suffered such things?

I tell you, Nay: but, except ye repent, ye shall all likewise perish.

Or those eighteen, upon whom the tower in Siloam fell, and slew them, think ye that they were sinners above all men that dwelt in Jerusalem?

Usually the first response when an innocent man is suffering is, “what is happening?”  He is flabbergasted.  He would not know why he is being made to pass through what he is passing through.  He begins to ask, why, what is happening here?  Job did.  In the first three chapters of his book he was mainly wondering why all the misfortunes that befell him came in quick staccato.  The son of God on the cross had to cry Eli, Eli, lama sabbachtani that is to say, my God, my God why hast thou forsaken me?
