The Director-General of the Bureau, Emeka Ezeh, gave the charge at the weekend during a retreat for permanent secretaries organised by the BPP at Transcorp Metropolitan Hotels, Calabar.
The Head of Service of the Federation, Alhaji I. B. Sali (CFR) declared open the retreat, pledging to ensure that continuous partnership with the BPP is maintained and stipulated due process procedure is followed for all procurement.
Ezeh said the objective of the retreat was in line with the ongoing reform, as well as transformational agenda of the Federal Government, adding that it was to re-engineer and reinvigorate the accounting officers of the Federal Government to ensure the 2012 budget implementation is achieved 100% as directed by President Goodluck Jonathan.
According to him, by mid 2012, all commitment in terms of contract processes and award for all projects submitted to the National Assembly would have been concluded and contract awarded so that the 2nd half of the year will be used in implementation.
He said the retreat gave the BPP the opportunity to look through all the process with the permanent secretaries, as well as seeing the challenges they may have with a view to the BPP facilitating their compliance to the Procurement Act in one directive and in line with Mr. President’s directive on the other.
He said reform process in any system over the world was often slow, but after eleven years of the BPP, they were beginning to get it right in the procurement process. Adding, “The BPP has employed technology and systems to checkmate corruption.”
Some discussants at the retreat include the former Head of Service Mr. Steve Oronsaye (CFR), the immediate past Head of Service, Professor A. O. Afolabi (CFR) and the Accountant General of the Federation.
One of the topics discussed was the Role of Federal Permanent Secretaries in the Implementation of the Public Procurement Act, 2007: Challenges and Solutions- the Civil Society Perspective.
