PRESIDENT Goodluck Jonathan has inaugurated a committee for the restructuring and rationalisation of the over 400 Federal Government parastatal agencies as he seeks ways to reduce the cost of governance.

The setting up of the committee followed the recommendations of the Presidential Advisory Council (PAC) chaired by Lieutenant-General T. Y. Danjuma (retd), submitted to the president in a memorandum on the effective and optimal management of national resources.

Speaking while inaugurating the committee in the Council Chambers of the State House on Thursday, Jonathan recalled that one of the recommendations contained in the memorandum was the need to restructure and rationalise the number of non-ministerial agencies to eliminate overlaps, duplications and redundancies.

“Consequently, I directed the Secretary to the Government of the Federation (SGF) to review previous reports and records on the subject and proffer advice on the restructuring of Federal Government parastatal agencies,” he said.

The president added that the ad hoc committee constituted by the SGF noted that there were indeed duplications and overlaps in the mandates and responsibilities of the parastatal agencies and recommended the setting up of a broader committee to carefully examine the enabling Acts of the federal parastatal agencies and commissions and identify all areas of overlap and duplication of functions with a view to their eventual rationalisation.

The committee, which is headed by former Head of Service of the Federation, Mr Steve Oronsaye, has the following terms of reference:

i. To study and review all previous reports/records on the restructuring of Federal Government parastatal agencies and advise on whether they are still relevant or not;

ii.To examine critically the mandates of the existing federal para-statal agencies,  and commissions and determine areas of overlap or duplication of functions and make appropriate recommendations in order to eliminate such overlaps, duplications or redundancies; and

iii. To examine the enabling Acts of all the federal parastatal agencies,  and commissions and classify them into various sectors and make appropriate recommendations.

He directed the committee to immediately begin its assignment, giving it eight weeks to submit its report.
