Again, the muchawaited implementation of the  post-amnesty programme appears to be trailed by uncertainties as a sub committee, set up to harmonise the positions of both the Federal Government and ex-warlords in the Niger-Delta region, is yet to agree on the exact cost profile of the rehabilitation and resettlement of repentant militants.

It will be recalled that, following the rejection of major thrusts of the Federal Government’s rehabilitation plans a few weeks back, the former militants had sought to make inputs into specific areas.

The development, which culminated in the setting up of their (ex-militants) committee to review the Federal Government’s package, led to the inauguration of an ad hoc committee by General Godwin Abbe on Tuesday, last week.

The basic term of reference of the ad hoc committee, headed by the National Coordinator of the National Poverty Eradication Programme (NAPEP) Dr Magnus Kpakol, was to harmonise both positions with a view to having an agreeable budget for the rehabilitation of the former warlords.

But findings by the Nigerian Tribune revealed on Sunday  that the committee, with representatives of the ex-militants as well as those of ‘relevant federal government bodies’ as members, had prolonged deliberations on the matter, even as they failed to find a common position after about three days of brain storming.

While a source at the meeting disclosed that the committee arrived at a compromise figure of N56.2 billion to be presented to the General Abbe- led committee for ratification, a representative of the ex-militants called for restraints, saying, “drawing conclusions on the issues involved will be preposterous.

“The sub-committee of the General Abbe panel set up on Tuesday has come up with a recommendation of N56.2billion for the rehabilitation and re-integration of all repentant militants in the Niger Delta. The committee has also harmonized the post-amnesty programme of the Federal Government and the ex-militants.

“The sub-committee is presenting its findings and recommendations to the big committee headed by General Abbe on Monday (today).”
